UPACA began as a volunteer civic association by two women who desired improvements to the dismal housing conditions on upper Park Avenue in East Harlem. UPACA received funding through the Great Society and became an interracial alliance of liberal Jewish networks and Black community organizers who fought to get state funding for housing development through Governor Nelson Rockefeller’s Urban Development Corporation. UPACA dissolved acrimoniously when the UDC encountered debt problems.
