NWBCCC formed in 1974 as a network of tenant associations during a period of arson and abandonment in the Bronx. The group magnified the issues facing its constituents through organizing and surveying, and revealed the depth of impact redlining had in the Bronx. NWBCCC was part of the coalition that advocated for the Community Reinvestment Act in 1977 to end discriminatory lending practices.
